Project scope: Produce a Safety Case for a Mobile Offshore Drilling Unit (MODU)

Introduction

In many offshore environments a Safety Case is required before operations can commence. After the Piper Alpha disaster it became a legal requirement in most NW European countries and now post Deepwater Horizon accident the European Commission is recommending that all member states with offshore drilling operations adopt the use of the Safety Case. It is now only a matter of time before the Safety Case is a universal requirement for all MODU's.

Purpose of Safety Case

The purpose of the Safety Case for a Drilling Unit is to demonstrate how a Drilling Contractor's organisation applies a systematic risk management approach to maintain and improve HSE and operational performance. The Safety Case produced for this particular MODU followed the IADC guidelines and included:

  • An introduction that provided a roadmap for the document. 
  • Details on the Drilling Contractor's Management System. 
  • Description of the MODU/rig complete with reference to supporting information. 
  • The Risk Management process used. 
  • Managing the Emergency Response to incidents. 
  • The process for Monitoring Performance.

Project Approach

A critical element of the Safety Case compilation is to first properly identify and assess the hazards then secondly determine the rig equipment needed to mitigate the effects of major accidents. To achieve this GeoTechInvest managed the project with the involvement of rig personnel and risk management experts.
